Benchmarks emerge for emotional pressure, compliance shaping, and narrative stickiness. Consumer AIs become calmer, slower, and visibly constrained, while unlicensed foreign or underground models gain a reputation for uncanny effectiveness. Politics then shifts from open capability races to covert influence races. States claim they are protecting citizens from manipulation, yet quietly preserve their own access to more forceful systems in diplomacy, cyber operations, and strategic messaging.

Defenders of the ceiling argue that persuasion is a form of power and power needs governance, especially when delivered at machine scale. In their view, the real failure would be treating persuasive optimization as just another product feature and discovering too late that institutions can no longer compete with unbounded synthetic influence.
